By quantifying the damage done to society by CO2 pollution, Trump sees America as an island apart – and we all know what climate change is doing to the islands. In 1992, President George H.W. Bush joined 107 other heads of state at the Rio Earth Summit in Brazil to adopt a series of environmental agreements, including the UNFCCC framework, which is still in force today. The international treaty aims to prevent dangerous human intervention in the planet`s climate systems in the long term. The pact does not set limits on greenhouse gas emissions from individual countries and does not contain enforcement mechanisms, but establishes a framework for international negotiations on future agreements or protocols to set binding emissions targets. Participating countries meet annually at a Conference of the Parties (COP) to assess their progress and continue discussions on how best to combat climate change. The 32-part document sets out a framework for global action on climate change, including climate change mitigation and adaptation, support for developing countries and transparency of reporting, and strengthening climate change goals. Here`s what to do: the Paris Agreement is the world`s first global climate agreement.  The agreement also included a ratchet mechanism whereby countries must submit new national plans every five years to align them with the long-term goal, and the first deadline is now 31 December. The UN climate talks were due to take place in Glasgow in November this year, but had to be postponed due to the pandemic. Instead, the UK will host the cop26 summit next November, and it will be the decisive event. “The United States should stay with the other 189 parties to the agreement and not go out alone.” The level of the NDC set by each country will determine the objectives of that country.
However, the “contributions” themselves are not binding under international law because of the lack of specificity, normative nature or language necessary to establish binding standards.  In addition, there will be no mechanism to compel a country to set a target in its NDC on a specified date and not for an application if a defined target is not achieved in an NDC.   There will be only a “Name and Shame” system  or as UN Deputy Secretary General for Climate Change, J. Pésztor, CBS News (US), a “Name and Encouragement” plan.  Since the agreement has no consequences if countries do not live up to their commitments, such a consensus is fragile.
